Step two: Go to your local gas station and smoke that while filling up your car with gas. When you are SURE you have been seen take one last pull the turn the cigarette around and put it to your neck and growl. This also works in places like Walmart.  Same as above only this time you simply walk around smoking your e cigarette until some one sees you. Then you make eye contact. One last pull. Turn the cigarette around and put it to your neck and growl. Works every time.
